Following are notes from the July 18 meeting of the CD & LU group. The
next
meeting is tomorrow (Wednesday, 7/30), 8:30 at Ted Koffman's House, 168 Millbrook Road (off Norway Drive, pavement becomes gravel, branch to right, driveway is marked FR 272). Community Design & Land Use 7/18/03 Notes CD & LU Road shows -- Developers -- Municipal officials and councils, boards, committees, including warrant committees: -- Realtors -- Large donors -- Financial professionals -- Community groups - churches, Rotary, Lions -- Schools Ingredients: -- Visual survey (would you like your town/neighborhood to look like this, or this) -- Discuss tools/solutions to achieve preferences identified, including hypothetical or model ordinances, incentives, taxes, etc. -- Implications of solutions - financial, regulatory, changes, etc. -- Elements - emphasize visual over verbal, provide interactive opportunities, include assignments/opportunities to participate when possible. When and how: -- Over the winter and into spring -- Take to various groups -- Make the presentation flexible, to adapt to various audiences -- Consider two presentation approaches: * Two-phase presentation, with brief introduction and visual survey, followed by a charrette to planning solutions based on visual survey results. Maybe ask participants to do a little homework before the first and/or second session. Aimed at professionals, municipal boards, and others. * Complete-in-one presentation to voters, community groups, schools, etc. Build-out scenario Ghost of Christmas Past meets Ghost of Christmas Future, or How will our decisions shape the future of MDI? -- Present images of villages 50 - 100 years ago -- Show possible future based on current zoning ordinances in 10 years, 20 years . . . (e.g., how many more ridges might be built on if unprotected?) -- Create demonstrations of plausible alternatives using CommunityViz and other software with COA and consultants Needs assessment: -- Housing group is currently researching a housing study. This group is interested in knowing commuter data, including distance/time to work (research Crikelair 2001 MDI transportation study) and housing preferences, single home vs. multi-family units, rent vs. own, cluster vs. sprawl, in-town vs. rural, etc. Timeline & Action Plan: Road show(s) -- Tailor to audiences -- Presentations ready to hit the road Winter 2003/2004 before Town Meetings * Mt. Desert - January * Bar Harbor - February/March * Southwest Harbor - ? * Tremont - ? * Meet with warrant committees before warrant articles finalized(?)
